Surge is a supervillain wearing power armor. He's pretty low on the tier, and aspires to be better, but is often made fun of in the supervillain community. He's the father of Pop, whom he's forced into villainy as an overbearing dad.

Surge has no superhuman abilities without his suit. He is a good mechanic at least, able to fix and upgrade his suit with what's available to him.

Francis Blake is a petty crook turned into a supervillain, though one that many would say is little more than a petty crook. After having a suit lended to him by an anonymous benefactor, Francis looks to make his way up in the world, but other supervillains regard him as a joke in most cases. He's also forced his Posthuman daughter Billie into being his henchwoman, and even she regards him as an annoyance.
