The Last City

The world has been devastated by a massive war between the gods that sprawled across the globe and brought the world to the brink of ruin. The survivors, of all races, have congregated in one "mega-city" if you will. The party starts in one of the massive apartment blocks crafted via magic and start as members of a gang that do jobs, eventually can start up their own gang and explore a massive city, trying to become the crime-lords that run it. In the middle of the wastes is the mantle of a god that fell in the war, his power in a physical object that is protected by the other gods and the knowledge of it is actively suppressed. Their is a cult that is trying to acquire it but doing so would upset the world order. This is Judge Dredd if you hadn't caught on. The Judges exist and have high-powered magic gear. The world is extremely high fantasy to explain how it can even function. This may be better in a different system but I like the idea of an urban, single-city game.
