Black Cloaks

Wherever money flows like water, they're bound to be a rotten bottom, soaking funds from the stream. Handleria is no different, sporting a society known as The Black Cloaks. When it comes to merchantry, Handleria has very loose laws around restricting trade, as such The Black Cloak Shipping Co. was born, a merchantry group which sports a shadowy underbelly, fencing the thieve's guild's ill gotten gains out in the public eye as if it were standard stock.
The thieves guild was originally known as The Black Cloaks, but through careful diplomacy and placing one of their own on the council of the city state, were able to form a shipping company making incredible profits to hold themselves in place. Though they only have a handful of chairs on the council now, they are able to control the country quite well with blackmail and extortion.
Members of the Black Cloaks are hired on as if they're normal employees, their shadowy sector kept from anyone's eyes. It isn't until you've spent a long time or crossed paths with them in the dark do you get insight into their true nature.

Entry into the true Black Cloaks requires one to be a notable thief, or to prove oneself as such working for their shipping company.

Career Progression

Once a person has joined The Black Cloaks, they are known as black rogues. A black rogue specializes after spending time doing many jobs for the group, taking on all kinds of underhanded jobs related to their specialization. The head of that group of specialists decides who will succeed their command alongside the head of the Black Cloaks, an identity only know to the head of each branch.

Payment & Reimbursement

Payment is a cut of all items lifted during a job, along with a stipend to keep them living a modest lifestyle.
