The Kingdom of Sins

The Kingdom of Sins is a world filled with all the notorious criminals from history from masterminds like Hitler to murders like Perry Smith. It exists in an alternate universe of earth where there are levels of criminals. Once you reach a certain level the criminals are immortal (but not invincible). They can only be killed in a battle that they willingly partake in. So, to get them off of earth they are transported to the Kingdom of sins. No one knows where it is. And no one knows what the Kingdom of sins is like. The plot is that the hero gets wrongly accused of being a terrorist mastermind. Usually people are given two years to prove they have been wrongly accused. However, the main character of the story could not and is sent to the Kingdom of Sins.
