An old man, with white hair and wrinkled skin; Quinlan Smith is the mayor of Hull. He portrays an aura of blustering overcompensation for cowardice, and has an obsession with silence. The man has been mayor for three years now, having won the election after the previous mayor stepped down. Him and the dockmaster were a couple, but his response to the disappearances (to cover them up) led to their break-up; her wanting him to actually do something about it.
He is suspected to be supporting a cult known as Deluge, which has been kidnapping people around the town of Hull. He requests visitors to leave quickly, and he cannot hide the fact that he was complicit in the kidnapping of Emma Sercinus, shining through the emotions on his face. Most importantly, he had held a ceremony celebrating the "return of peace", where hooded figures helped unveil crystals in the town square that were said to "emanate zen". The crystals were claimed to be Daeroan, and quickly vanished into the town hall afterwards.
