Kaala Pattee is a city built around the edge of the tallest waterfall known to The Ichneumon Isles, the waterfall more than 2,000 feet high. It is known as the white city, for the white flower petals that spread and coat the roads during the spring. It began as a mere temple to the goddess of water, Jharana, then gradually became the capital of Nevala. It was taken, lost, and retaken by The Samos Nation, and currently stands as the capital of Samos. The various presidents of Samos have attempted to rename the city, but these attempts have never survived the backlash from its citizens.

Demographics

The demographics of the capital have been in constant flux, as it has been won and rewon in many conquests in the early wars, yet holds such importance in Nevalan culture. It is also the main target of Nevalan refugees trying to escape persecution, for this reason.
Currently, the permanent residents of the capital are 27% Nevalan, 57% Savash, 10% Oadan, and 6% of mixed race.
According to the Red Ichneumon, the capital has over 1,000 weredragons as permanent residents, many of which have gone rogue or are a part of illegal clans.
