That's called the Shadow Figure, or by rurally common name, Outside the window. This is a strange phenomenon appears everywhere on the world especially in residential area.
If this happen to you - at first, you mightn't notice it, but then a cold feeling of being watched run down your spine, along with vague flashes of your deepest memories. And if you accidentally take a quick glance at the surrounding you will catch a shadowy figure standing either near or far away. At the second glance of checking, it gone.
According to GOPPAM (Guild of Psychic Phenomenon and Magic) - over 55% of population had at least once experienced this phenomenon, 32% experienced twice or more. With 48% encounted it from windows and glasses hence its name, and remain 7% saw it in different location (behind trees, column, etc)
Also from the Guild, they theorized this can happen due to an uncategorized Psychic-type entities or a work of ghosts and spirits. Beside that, no more information about the Shadow Figure. At least this phenomenon is harmless, hope so.
