The Chuborbanists

A anti-establishment faction dedicated to the dissolution of the 9 100's rule and a return to individual world governance. While many rebellions and rebel groups have come and gone during the reign of teh 9 100 empire, the Chuborbanists (Cubs for short) are the largest and most enduring of recent history.   Their ability to retain autonomy is largely due to their ability to adapt to legal changes and create a sense of kinship via their struggle. Where others have attempted physical destruction of the 9 100, the Cubs spread propaganda and victim mentalities throughout the core worlds in order to gain converts. When attacked in any way the Cubs gain ammunition with which to discredit the 9 100, encouraging the 9 100 to "look the other way" officially.   The general "distrust of the other" does lead to species first language amongst many of its members, however the preached word accepts all and attempts to put aside internal hatreds until a time when the worlds are seperated. In this way a culture of external hatred is able to works as a "temporary unifier" .

Structure

Chuborbanist Grand Shalams are officially the highest rank of the organization, but have a tendency to die quick and unlikely deaths that never quiet add up. Grand Shalam Etio-Shema was the first individual to die of Shito Pox in three centuries, the rising Kiorno the Brave suffocated in her sleep, while most simply combust seemingly out of random chance. Official explanations vary from meteorological explanations to phaser discharge.

Afer this trend became clear to the Cubs, they began to promote higher degrees of secrecy and lateral organization control within their ranks. In effect, most cities have a local chapter under the control of a Shalam and a Tarko. Their duties overlap so that one could run the chapter should something happen to the other, and Tarko's are promoted instantly in the case of a Shalam's death. While this theoretically promotes higher internal struggle, such is rarely the case. Chapter leader powers are largerly symbolic and offer few practical gains.

  Additionally, the Cubs have their own version of secret investigators. The Green Children are an unrecognized branch which attempts to root out governmental agents, shills, and those preparing to leave the organiztion.

Public Agenda

The Cubs promote seperation of the 9 100 into 9 seperate governing worlds. They believe that the 9 100 have become too powerful and abuse their positions at the expense of "worlder" good. Their simple message is not always popular, but their use of sponsored media and free group events are often a draw to those who are uncertain. Local chapters tpyically promote local government or social issues to draw further recruitment as well. Ultimately they attempt to gain enough representational power to disband the 9 100 through a majority vote. Though this is overwhelming unlikely to occur (they remain a relatively small minority group), they also attempt to use representational power to stall 9 100 actions and create the appearance of uselessness in they eyes of the public.
