It is the year 84 of the 4th Era. Over a century has passed since the Oblivion Crisis and the Warp in the West; historically recent events, but rapidly fading from living memory. It is a time of relative peace for the people of High Rock. But nothing lasts forever, and despite the relative serenity of the post-Plane Meld period, the fact is this peace teeters on a knife edge.
The Empire is in turmoil, its strength greatly diminished since the Oblivion Crisis and the end of the Septim Dynasty. Whatever strength is left is turned inward, consumed with the task of saving itself from collapse. This means that whatever provinces remain to the Empire, including High Rock, are largely on their own.
This is a Dark Age. Though the Miracle ended the wars between dozens of kingdoms, it did so only by reducing the number of kingdoms. There is no High King, and has not been for hundreds of years. With no singular leader to unite them, and effectively no Empire to rule them, High Rock is not a single nation, but a loose confederacy of disparate kingdoms, now once again vying for power. And one of them has already been destroyed.
Orsinium, city of the Orcs, and the 5th Kingdom of High Rock, is no more. Having been built and sacked several times over the centuries, this may have been the final time. Her people, the proud and savage Orsimer, or Orcs in the tongues of Man, have been scattered to the winds. Most have taken refuge with the 7th and 15th Imperial Legions, the last Imperial presence in the land, and have been settled somewhere in the mountains south and east of the region. But many others have melted into the hills and ancient forests of the province; embittered, vengeful, and thirsting for blood and vengeance. For the time being, however, they are occupied with the natives of these old places.
Tribes of native Bretons who never abandoned the Old Ways have made the woods and hills and mountains of High Rock their home since before the Elves first came. Called Wild Bretons or Wildlings in the Westerlands, and Reachmen in the East, these Men forsake the trappings of modern civilization. Adorned in eagle feathers, woad, leather and bone, and armed with weapons of wood and stone, these savage Bretons are as fearsome as they are primitive, and a constant threat in the wild places in the world. Neither the Warp nor the Crisis seemed to have had any pacifying effect on them. Perhaps the recent influx of Orcs into their territories is the only thing keeping them from the raids they're known for, but this is no guarantee of a lasting peace.   While fear and uncertainty grips the land, events from beyond High Rock's borders also threaten this era of fragile peace. Far to the south, there are murmurs of a new crusade by the High Elves. Once rulers of all Tamriel, the Altmer have never forgiven the race of Men for usurping their ancient empires. They've attempted more than once to reclaim their old glory with reconquest, and rumor has it they are moving to do so again. Meanwhile, another clan of Elves, the Direnni, are also on the move. Once the rulers of High Rock, and indeed the source of the Bretons' Elvish ancestry, they had locked themselves away inside the Adamantine Tower on the Island of Balfiera for hundreds of years. Yet now, they have been spotted traveling in small parties throughout the realm. They are rumored to be searching for something; an ancient power long dormant in this land that has suddenly stirred.
It is a time of uncertainty. It is a time of danger. It is time for adventure! Will you answer the call?
