Emulant society requires activities to be visible to all, acting like a 'big brother' state, whereby surveillance hardware monitors the emulants throughout the cities. Surveillance networks are hired by the government to cover certain zones. These surveillance recordings are not however shared freely amongst citizens, instead they are protected in line with confidentiality agreements and only shared in cases of extraneous circumstances such as when a crime has been committed.
The government also ensures emulants are regularly archived. It is therefore against the law if a clade deletes an archive because of incriminating information, they must instead ensure their members are regularly archiving themselves. If an emulant has been retired but an archive of them covering a certain time frame is needed to act as a witness in a trial then they will be recalled and communicated with via virtual reality.
