Kania

Structure

The Monarch of Kania lives in the capitol city, Laurel, which is located towards the center of the country.  He or she is the only person who has the authority to call a meeting of all the Dukes and Duchesses.  While most issues are decided upon by votes and discussions between these Dukes and Duchesses, if a decision is made that the Monarch opposes, they can veto it and require the Grand Council to discuss and change whatever the proposition was.  Only with a unanimous vote from the Grand Council can the Monarch's veto be countered.  The Dukes and Duchesses each have a different state of Kania they are in charge of.  They govern the state and protect it in their own way, mostly free from any sort of policies or laws directly from the Monarch.  The city of Laurel is the only area directly controlled by the Monarch and his or her Royal Council (yes, Kania has a lot of Councils...).  There are two Dukes and one Duchess who's states have borders along the River Berne, which is the national border between Kania and Windthrow.  These Dukes/Duchesses are depended upon to keep up and guard the seven bridges that cross the river, and are charged with keeping a tight watch on the border, as Windthrow has been aggressive towards Kania in the past.  There are often tensions or even military clashes between Dukes and Duchesses over territory, which is largely allowed by the laws of the Kanian government.  Only if it poses a threat to the nation as a whole-- such as if two "Bridge" Lords/Ladies are fighting-- will the Monarch directly intervene.  Otherwise, it's kind of "anything goes, just keep paying taxes."  This has been reinforced by the recent plague, which devastated the national infrastructure.  The Monarchy is relying heavily on Dukes and Duchesses to re-build their states.
