Vassleheim

In the cliffs of Ursreach, overlooking the Gulf of Anna, is the city of Vassleheim. The city is home to many of the High Clans of Skalbaard who have elected not to live in Nordhelm under the shadow of the monarchy. In particular, it houses many of the elders of the High Nomadic clans, who retire from a life of constant travel to instead serve as advisors and parliamentarians. Indeed, Vassleheim is home to Skalbaard's parliament, though many can be forgiven for forgetting Skalbaard has one. Situated in the Hall of Vassle, shingled with the shields of a thousand glorious dead from the Silfjaarkör in ages past, the Skalbaardic parliaments sits to determine matters of state that do not directly concern the sitting monarch. No decisions can be made without the monarch's approval, however, though the parliament's existence and importance is determined by how involved the monarch is with the country's disputes and policies. Like the other regions of Arvendell, the sitting parliamentarians are made up of High Clan leaders, and as such are undemocratic, prompting criticism from foreign ambassadors. Clan dominance can be overruled, however, and often is in Skalbaard, through ritualistic combat. As such, the Hall of Vassle might well be the only parliament building with a dedicated colosseum.

Demographics

Though many of the High Clan leaders choose to live in Vassleheim, it is also the most important hub and port city in Ursreach, and as such has expanded to include inhabitants from all different areas of Skalbaard, on all levels of the Clan hierarchy.
