The City at World's End

A millenium ago, a great war broke out among the gods. Though it was brief, it was enough to destroy most of the world and all of the gods, leaving just a small chunk of the material plane floating in nothingness. All of the great mages gave their lives to make sure that life would be able to survive, and every generation since has had those who rose to great strength for the explicit purpose of maintaining life.   Over the years, the entirety of this remainder of the material plane has been turned over to housing and sustaining life- such that the streets of this planar city are only lit by lamplight or magic, as the very airspace above them has become precious.   Complicating the matter, a group of beings called Shifters have shown up and have begun regulating interplanar travel, making it near impossible to reach other planes unless you follow the distinct rules they set out.   Now, at the millennium celebration of the destruction of the world, someone's plot to get past the Shifters' regulations should come to fruition. That is, unless the people they're attempting to use as pawns in their scheme manage to circumvent them....
