The marine captain, Captain Jarek Blackwood, is a man who has always had a hunger for power and wealth. Despite his successful career and prestige, he has always felt that something was missing in his life.
One day, he stumbled upon an opportunity to make quick money and gain more power through the black market slave trade. He saw it as a way to finally achieve the status and wealth he had always craved.
To cover his tracks and avoid suspicion, Captain Blackwood began falsely accusing innocent people of crimes and using his power as a marine captain to arrest and sell them as slaves on the black market. He would fabricate evidence and use his authority to silence anyone who tried to speak out against him.
Over time, Captain Blackwood's greed and ambition grew, and he began to see the people of his community as nothing more than a means to an end. He became ruthless in his pursuit of power and wealth, and his actions began to take a heavy toll on the community.
As the PC's investigate, they will discover that Captain Blackwood has a personal reason for his actions, a gambling addiction, which led him to fall into debt and resort to this illegal activity to get out of it. He saw the black market as a way to make quick money and pay off his debts, but as time went on, he became more and more consumed by his greed and ambition.
The PC's will have to uncover the truth and bring Captain Blackwood to justice, not only to stop the illegal activities but also to restore justice and peace to the community.
