Purpose / Function

To provide accommodation and work space for the people administrating the town. It's packed with quarters, offices and meeting rooms that are for the officials to use to ensure that the town is properly catered to legally. In truth, very few of the officials actually live there. They instead inhabit their more luxurious villas surrounding Podgraca.
