An agreement was reached among all major nations and the Tyrkal Syndicate, to end all piracy on the high seas.   In return, the Tyrkal Syndicate was given a monopoly on control over the burgeoning slave trade. (Specifically via implantation of slave with Flaen worms   The accord paved the way for rapid expansion of The New World, and with it the slave trade.
