Quartus Concord

The Quartus Concord oversees three islands, Trias, and part of the mainland, Amshorn. First established as dock towns for resting vessels and the like, the territory is greatly influenced by the proximity to and abundance of the sea. The Quartus Concord is a fairly new government not very interested in the political wars of the dynasty and empire, but has escpecially good relations with them empire but also with the dynasty. The Quartus Concord has no one ruler, but the chosen four representitives from the islands meet and decide on ruling. Two of the rulers are nobles, and the other two were elected, one actually being a nautical captian.
