Cudon

Cudon is a city of extremes. 300 years ago it was an insignificant blip on the map next to Raven’s Lake. That all changed when Raven’s Lake was abandoned. Cudon was the only city with walls in the area and as such the vast majority of refugees fled there. The mayor at the time refused them at first, but soon the city inhabitants were outnumbered by scared refugees So that mayor acted quickly and decisively   All inhabitants of the inside the inner walls had to make space in their homes for families from the outer ring. The families from the outer city would move in and serve the housing family until their home had been vacated. Refugees were free to stay as long as they liked but were to serve the interests of the family whose home they were residing in.   The plan was controversial but seemed to work. The story goes that the population of the city spiked overnight from ~60,000 to ~150,000 without a single incident of violence, as the days went by the plan was lauded by inhabitants and refugees overnight. What none of the citizens or the mayor could have seen coming was that it was now in the best interests of the inner city houses to keep the refugees in the city for as long as possible so they could retain the services of the previous outer ring inhabitants.   So the refugees largely never left, a caste system developed. The inner city residents became known as noble houses, their indentured outer ring residents became minor houses and the refugees lost that title and became simply residents. Political intrigue and scandal is the name of the game in Cudon. All three castes play the other two off of each other in a sick game stretching back 300 years.   Noble House -> Minor Houses -> Residents   The rules of the refugee crisis do not extend to structures outside the city walls, however since people living out there are not a part of the House system they are frequently attacked by Residents for subverting the system. Building regulations in the outer ring are almost entirely ignored as generations have built their homes on top of, around or even under the homes of the Minor Houses, each of these structures has a clear distinction for which Minor Houses manor they connect to.   Cudon is an incredibly lucrative place to trade and some of the world’s best craftsman gather there for maximum customer coverage.   The great Rabe river runs through the city and has a large part of it’s flow diverted for sanitation and drinking purposes before draining into the river again on the other side.
