The Council of Kings

The Council of Kings advise the basileus on military matters that impact the Empire and can take command of the legions on demand. Only the basileus may overrule them. Any of the client-kings may confer with the basileus on demand, subject to the rules of paterfamilias but overriding any other demand on the basileus's attention. The Council of Kings presents a unified front in support of the basileus at all times and all are fervent supporters of the Empire.

Structure

The kings have a pecking order based on their distance from the Imperial throne, but all are equals under the basileus.

The client-kings are phenominally wealthy, each with their own kingdom and armies with the added advantage of Imperial resources at their disposal.

History

When the Eternal City spread outwards from it's tiny corner of the world, it's ambitions cast a net over the entire Mare Nostrum, and it first made friends, offering trade and freedoms for peace. Those who accepted this offer, or later brought military aid, were granted the status of client-kings when the Empire absorbed their realms, retaining their positions and power as modified by Imperial law. Most of the client-kings were simply absorbed and changed their titles for Imperial equivalents, albeit retaining certain perogatives not incompatible with Imperial law. When a dynastic interregnum burst into war, the client-kings began peacekeeping and refused to take sides, a standard practice as interregnums usually initiated civil wars after a year or so without an Emperor. However, the secession of the Eternal City destroyed the western Empire, and many client-kings began choosing sides, seeing the dissolution of the Empire at hand. The turmoil was eventually brought to an end, but the relationship between the client-kings and the Empire was modified. All were brought under the Imperial umbrella and not only given access to the basileus but incorporated into his paterfamilias as an advisory council and woven into the military and the line of succession.
