Ultanis Introduction

Ultanis is a massive city constructed by the angels who settled on Teldir to combat the creatures of evil who inhabit it. The Justiciars, a large organization of Small Folk, defend the city whilst the celestials fight the endless hordes of demons and devils above and below them. The city has no set government, so all governmental acts are taken by what the majority of angels within the city consider to be the right decision at the time. Due to the similar mindsets of these angels, there is often little argument over these decisions.
The area around the city formed into the region known as the Celestial Fields. The angels allow any creature of good into their lands, but any creature of evil alignment found in the area will be killed on the spot if they have a demonic or devilish heritage. If not, or they can make a convincing enough argument to why they should stay alive, they are instead sent to the Fallen Kingdom.
The Fallen Kingdom is the only other major establishment in the Celestial Fields other than Ultanis. Its name, however, is quite deceiving, as it is not a kingdom, but a prison city. Initially built as a prison for fallen angels, a city was erected around it and the prison became the city. The prison is defended by Justiciars and a pair of twin planetars who have placed potent magical wards around the city.
