Covenants

Everyone belongs to a covenant.
Or at least, everyone within any major urban areas belongs to a covenant. Deciding which covenant you want to belong to becomes a point of pride, a mark that you have moved from one period of your life to the next. Sometimes, children form their own covenants, groups so insular that often fracture and break, but these covenants are often discussed as mistakes and phases that children and teenagers will one day move past. The magic involved with covenants is often difficult to navigate, much like a new relationship, and so best left to adults.
Basically, covenants are group agreements. Some covenants involve a dozen people, while others involve thousands. According to the Law of Cooperation, magic happens when people gather, and covenants are the societal manifestation of that magic. The more people that come together under the same agreement and with the same intentions, the stronger that magic can potentially be. Yet, for those in the heart of a city, the societal benefits of joining a leading covenant may sometimes outweigh the magical benefits.
A person may belong to more than covenant at once, although few people belong to more than two or three at a time. Given that covenants are built upon agreements, a person's limit is more defined by the amount of time and energy they have to give than any magical strain placed upon them. After all, a person still only has so many hours within a day and only so much energy to put into various groups. These limitations are then naturalized as someone who has commited to more covenants than the average is often seen as spreading themselves too thin.
Covenants come together for a variety of intentions and purposes. People within the same profession often form covenants to improve the quality of their work, while religions also encourage their members to join their covenant as a show of faith to improve the work that the religion is capable of doing. The limits to both covenants and the Law of Cooperation are often questioned, although this magic and these groups are seen as widely versatile.
