Structure
Edu is essentially a tenuous alliance between the Emperor and the Shogun. They both exist, the emperor having little to say about the day to day running of the country. However, the Emperor has significant sway with the spiritual side to the nation of Edu. This means that if the day comes that civil war breaks out between the rulers the famed Monks of Edu would side with emperor, polluting the lakes with blood. For this reason they maintain an often fractious peace.
In recent years this has attitude has been retracted in favour of external muddying of honor, like with The Unity War in 831.
Demography and Population
The population of Edu is spread across the series of knee-deep lakes that are the primary geography in the area. They seldom convene between others, let alone other lakes. It would take monumental upheaval to change this fact. The populace understand that the Shogun will protect them, so lead pacifist, peaceful lives.
