Imperial City
The Imperial City (also known as Cyrodiil City) is the capital of Cyrodiil and the whole of the Empire. It is the ancient capital of the Ayleids, and home of the White-Gold Tower. The circular city is located in the Heartlands region of Cyrodiil on City Isle, an island in Lake Rumare in the Nibenay Valley at the center of the Imperial province.
Demographics
The racial composition of the Imperial City is dominated by an Imperial majority, with an almost equal minority distribution of High Elves, Bretons, and Nords taking up the second biggest slice of the city. The least represented major racial groups in the Imperial city are Dark Elves, Wood Elves, Orcs, Khajiit, and Argonians, though every race is present to some degree within the sprawling metropolis.
Most of the least represented minorities earn a living on the waterfront, or working for the middle class in the center districts.
Government
The Imperial City changes governments every time it gets conquered. In the Second Era, it has exchanged hands between various warlords, counts, potentates, racial alliances, and other forces many times.
The Second Era ends when Tiber Septim conquers all of Tamriel, ushering in the Third Era. In the Third Era, the Imperial City and all of Tamriel are under the sovereignty of the Septim Dynasty. This marks the very first "Empire of Tamriel", leaving no province unconquered.
The current emperor is Uriel Septim VII, who controls most of the government along with the Council of Elders.
Infrastructure
In the city, there are in total seven districts: Green Emperor Way, also referred to as the Palace District, the Market District, the Arena District, the Arboretum, Talos Plaza District, the Elven Gardens District, and the Temple District. There are also two smaller walled districts located outside of the city proper. The Arcane University is located to the southeast and the Imperial Legion Compound (which includes the Imperial Prison) is located in the northeast. The last district is the Imperial City Waterfront, the harbor district, which is located to the southwest of the city proper.
The city has an extensive underground. The sewers connect up with the crumbling substructures, which in turn break into the many natural caverns on the island. The White-Gold Tower in particular has a vast basement system, which links into an Ayleid ruin known as the Hall of Epochs. This underground system is a haven for those who don't wish to be found. Bandits, goblins and vampires dwell in the sewers, and occasionally endanger the above-ground inhabitants. The basements beneath the Imperial Palace were used as a refuge for Jagar Tharn and his servants. Many secret passages, such as the Old Way, are used by the Blades to move around the city, but using them poses serious risks.
