Elaria spans across the entire south western corner of the continent. They want to obtain the shard of Lamashtus blade and use it as a conduit to summon Gorum to Talrahn?
Tiagard's actions during the Grand Defense were deemed unacceptable by many as well as their banning of religious practice. A paladin by the name of Piersym Nolley gathered the support of those who thought like him and created the Elarian Independence Proclamation. This document stated that the southern half of Tiagard would no longer fall under their rule and would hence forth be named Elaria. Rather than start a war with these separatists Tiagard decided to allow Elaria to be a free nation, believing that it wouldn't be long before the nation collapsed anyway. Tiagard was too preoccupied with other matters to deal with a war as well.
Elarias "knights of the round table" has 7 corrupted members that plan on using the chip to control the flow of evil and spread belief in Gorum through fear. They want to show that belief in gorum is stronger than the evil of the sword.
They have to sow wide spread rumors that destroying the chip would bring even wider spread havoc and destruction via the creation of a demon lord and using it as a power source would speed up the flow of evil from the chip.
They don't want to harm anyone and are always prepared and knowing of where the evil will pop up.
The Divine Authority wants to contain the chip completely because he believes that destroying or harnessing the power of it will end extremely poorly.
The main religion of the nation is Gorum, though they're not a theocracy
