Other megacities are facing problems, and now even the most God-program opposed admit that having one in their city is needed. Passe-Makoa offers to sell copies of theirs for colossal amounts of money, but then Rockwater states that they will give copies of theirs away for free in the spirit of betterment of the world. Tension between Rockwater and Passe-Makoa worsens, and the rest of the megacities are forced to make a choice.
