  500 years after the formation of the Galactic Council, a governmental body designed to generate and maintain peace among the 12 capital races of the local star systems, a long feared apocalypse finally arrived. The Two Sisters, the binary black holes that stood at the center of the galaxy, which were responsible for the galaxies planar rotation and general stability, finally turned on devouring each other. Calculating the effects of this event instantly shot horror and panic into the minds of every citizen of the 12 races. The end result of this self destruction would be the complete collapse of the two cores into one another, like smashing two atoms together, except on a scale grander than any witnessed before, and one that would generate a wave of energy strong enough and large enough to obliterate all known life in the galaxy.   The Galactic Counsel immediately set a plan into action to prevent the extermination of the 12 races, as well as to preserve and protect their shared knowledge and cultures. Project Simulacrum was initiated. The 12 races would combine all of the resources in an effort to produce a fleet of Arcs, massive vessels, each large enough to carry one million citizens of 1 of the 12 races, as well as a massive archive of all knowledge, and the necessary equipment to terraform a new home world. Each of the Arcs would be designed to allow the citizens of the race aboard to survive in deep space travel for approximately 100 years traveling at the fastest speed capable, in order to reach the nearest qualifying planet outside of the blast radius.   Project Simulacrum was a success, and as the collapse of the Twin Sisters grew imminent, the Arcs were loaded and launched. The sendoff was bittersweet, with hundreds of billions of citizens being left behind to face a certain demise, they watched as the 12 Arcs took off from the primary shipyard at near light speed towards their new home. Several days later, the Two Sisters collided. There was a terrible light and heat, a wave a pure energy that shot across the galaxy and washed out into the surrounding darkness, and then nothing.   For nearly 100 years the passengers of the Arcs struggled on through the darkness between their old galaxy and their new home world. True stasis was not a valid option, not for such an extended period of time, bu the passengers were able to remain in stasis for several years at a time depending on their race. Groups were rotated, such that at any given time,approximately 1/5th of the population of an Arc was out of stasis. This meant that while awake, the passengers needed to function as a successful society the size of a large city, something that had not been done without the careful guidance of the Galactic Counsel for over 500 years. Some Arcs fared better than others.   At last, one by one, the Arcs arrived at their new home world, first entering orbit, then deploying the necessary terraforming equipment, which immediately began working to correct the terrain and atmosphere of the planet, and finally after almost a year in orbit, the first shuttles began to take passengers down to the surface. At first a collection of engineers and scientists were deployed in order to determine the success of the terraforming and to begin the construction of the first cities. After several years, the shuttles began bringing down the remainder of the passengers, and true population of their new home began.   It has been 300 years since the terraforming of Symuleia, the new home world of the 12 races once part of the galactic counsel. Existence on this new world has not gone as hoped, and is a far shot from the freedom, peace, and progress maintained under the banner of their now ancient government. Several nations have formed, each with their own governments, each looking to take control of the habitable territories and rare resources Symuleia has to offer. The last of the terraforming equipment failed over a generation ago, and since then, the planet has slowly begun to undo the progress made by Arcs and their passengers.   Surrounded by warring nations, corrupt governments, rebellious citizens, failing technology, fading resources, and a planet that wants to wipe the whole experiment away, this is life on the new home world.
