Land of the Dragon King

Once ruled by the monstrous creatures known as the tyrant kings, this land was liberated by the silver dragon Voldalai. After slaying each of the tyrant kings, Voldalai claimed their servants and founded a continent-spanning empire, Silvoya. Under his rule they would live in peace and prosperity, with certainty that the tyrant kings would not return. In the centuries since, Voldalai has left rulership of his empire to his half-dragon heirs.
Beneath the rulership of the dragon's descendants, the empire has changed greatly. The nations' trust in the empire has waned, while the people of the land become more divided and fanatical beneath their near godlike ruler. Speak of revolution once danced on the tongues of drunk tavern goers, but now those voices are whispers. And since the trading capital Nodrand's separation from Silvoya under the previous emperor's rule, it seems the fate of the empire comes more rapidly, whatever fate it may be.
In this land, adventurers are enlisted by the empire to solve specialized problems, and supported by adventurer guilds throughout the land. However this comes with regulations which must be adhered to if one wants to qualify as an official adventurer. Independent adventuring work can be difficult in most places, and outright illegal in others. Adventurers may seen as the stalwart defenders of the empire and its people, perhaps even holy men due to their recognition from the emperor.
