Legends tell of a group of long-lived travelers sent from beyond the most distant stars to settle on a barren world, upon which they created oceans, introduced living things, and stored knowledge. One day, these travelers and their descendants became trapped in that world. Unable to return home and becoming mortal in the process, they thus endeavored instead to build their own communities, setting the stage for the establishment and development of modern civilization.   At present the planet is dominated by five major political entities, two of which have been involved in a cold war known as the Great Game after avoiding a near disastrous international conflict that would have led to a full-fledged war.   Currently, the southern state, the United Federation, has had fears that its northerly rival Meridian is developing installations that could turn the balance of power firmly on their side. In response, it has clandestinely recruited individuals to investigate, observe, and if possible, neutralize any installation that resembles a potential military asset.
