Niketasian Reform
LAW ON THE REPEAL OF THE PUNISHMENT FOR SUPERNATURAL AND UNNATURAL AFFECTS
ON the first day of Augustus, the Imperial Senate - through the use of a Quaestor - introduced a repeal of the various punishments, once corroborated by military and faith alike. After decades - if not centuries - of outright hostilities toward the use of spellcasting, certain circles and domains of magic have been freed for use under specific conditions.
These conditions came to include;
That all magic be refrained from use against Imperial citizens and subjects under any circumstance, including self-defence, save for spells which invigorate one’s or one’s allies’ abilities.
Outright legalisation of magic of the FIRST and SECOND circles, save for spells regarding necromancy; psychopompery; demoniac wizardry; heretical self-worship; psychic magicks; and pagan druidic cunning. Any magic gained through these methods - even if the spells are not within those listed domains - is to be considered the same crime.
Outright decriminalisation of circles including and beyond the third, so long as
they do not pertain to the outlawed domains listed,
that those spellcasters unregistered with either the Adherency of the Church of Sol Imperii or an Imperial Legion and its Auxiliary pay a sum of seven-hundred and fifty gold tithe to their local forum per month, along with a quart of their blood,
that those magicians registered as members of the two aforementioned organisations pay only a quart of their blood per month.
