Legality and Restriction

In the era for the MegaCorps, they do whatever they can to suppress civilian and outlaw's possibility to cut the umbilical cord of dependency towards the MegaCorps. A key piece in the Corps plan to enslave the public to their servitude is restricting their tools to break free and cause havoc. By limiting advanced and dangerous tech to themselves, the corps maintain their edge. They make sure that whatever minor player decides to stand against the behemoths of industry, they do so with the deck stacked against them.

Tech level restriction

There's a Solar-System wide TL11 restriction for the public. Any items above this tech level can only be acquired by pulling som strings (SOC) or by turning to the black market (Streetwise). Alternatively, a contact with the right connections may be useful.

Law level restriction

Each planet has its' own Law level, as indicated by the planetary profile. However, interplanetary Law is governed by the UN Navy, who have restricted all interplanetary zones to Law Level 7.

Military/Specialty restriction

Military or specialty equipment is always restricted and may be the cause for questioning, even if one does have a permit.

Permits

There are generally three different types of permits; Civilian, Specialist and Military.   A civilian permit is generally issued for a conceal and carry restricted weapon, allowing the Traveller to carry their weapon as long as they follow protocol.   A Specialist permit is generally issued to an extraordinary working in a specialist field, such as a skilled doctor or engineer. This will allow them to purchase goods for their profession with minimal hindrance.   A military permit is generally only issued to high-end private security forces which will allow them to safeguard certain ventures with military grade equipment.
