The Belmoor Empire

The Belmoor Empire, Founded 3000 + years ago it has been lucky to survive the way that it has. Wars plague the world, while alliances fall apart, and people eye for power at all corners, to some it is quite surprising the imperial family has been able to keep a grip on the empire without falling into ruin. Although not the oldest entity that exists on the continent, it is quite the formidable power to last this long in a place rife with war, banditry, and monsters.   Humans, the ruling party over the country have lived in harmony with other races almost sense the founding of the country, with some of the other races even holding positions of power. Although humans have coexisted with these other races, humans make up the majority of the population.

Structure

The Emperor Gunther Belmoor, the absolute head of state and ruler of the Belmoor empire is the foremost leader when it comes to all decision making in the empire. He exercises all Judicial, Legislative, and Executive powers in the government. However, he utilizes councils to assist in the governing of the empire.   The Empress Melina Belmoor is first and foremost the head caretaker of the Emperor, taking care of his needs both mentally and physically. If at a point in time the Emperor is unable to perform his duties (sickness, poison etc.) and the Emperor and Empress's children are not old enough to rule in the place of their father the emperor, the empress is designated regent until it is confirmed the Emperor has passed, or is unable to be confirmed dead. Until the emperor is dead, or is not located within a 4 month time frame the empress will rule in place of the senate, until which either condition is met, than the senate will take over as the ruling body.   Dukes and Duchesses rule over an area of land granted to them by the emperor. On this land those that hold this title can have their children inherit the title as well as the responsibilities of said title. Those that hold this title have the responsibility to provide levy (troops) to the emperor for a national defense, as well as provide a monthly tax of the land they rule over. They can delegate the enforcement of the laws of the empire throughout the territory as well as grant land and the title of Count to people throughout the empire, with approval from the emperor. The holders of these titles are also allowed to utilize Judicial, Legislative, and Executive powers within their territories to a stricter point but can not enact laws and execute military powers that go against the empires power. In the event that it is determined they have done so the emperor can determine the punishment or allow the Emperor's Assembly to delegate punishment as necessary.   Counts are people that hold the power in towns and supervise over the villages in their delegated area of influence. Counts enforce the laws of the empire and the ducal territories that they fall under. They do not have any Judicial, Executive, or Legislative power; however only executive powers can be utilized to ensure the safety of the town and surrounding villages and settlements. They have the ability to appoint Earls to villages with approval from the duke/duchess they fall under. All though they cannot appoint Barons/Baronesses these people will report to the counts twice a month on the status of the territory they are guarding.   Earls have no other power other than being heads of villages, providing decision making power to steer the village in a direction when needed.They will collect taxes from their villages and any nearby settlements. They will also be considered captains of the guard in their villages due to the size of said villages generally being small.

    The population of the empire is roughly 73 million people throughout the empire. The majority of the population is human, followed by dwarves, goliaths, and lastly Dragonborn making up the last portion.

    The official currency of the Belmoor Empire is Gold, Silver, and Copper with Platinum being accepted for the utilizing of large quantities of gold. In rare cases, bank notes can be utilized in place of gold or platinum if the amount cannot be achieved immediately and would need transportation for the amount of Gold, Silver, or Copper to be received. Bartering is also accepted in small settlements.
    Legislative Body
    The Emperor has sole power over the Legislative body and what laws can be enacted as well as when they can be enacted however, the senate as explained below has power when necessary and is there to assist the emperor.   The Senate: Is considered the council of the Emperor, to assist in providing guidance for the Emperor in regards to governmental items (legislative, executive, and judicial powers). The Emperor has the ultimate right to reject the advice and votes of the senate so should he choose to. However upon the death of the Emperor the senate has control of government issues until the Emperor's Assembly brings the next Emperor to power. The senate is able to utilize the powers to the maximum extent that the Emperor would when no Emperor is in power. Only the Emperor can convene the senate unless the previous Emperor has passed and the next Emperor has not been selected. Structure - All dukes under the empire, and then one count, and 2 of the strongest earls under each duke are on the senate.
    Judicial Body
    The Emperor has sole power over the Judicial body and what laws can be enacted as well as when they can be enacted however, the Emperor's Assembly as explained below has power when necessary and is there to assist the emperor.   Emperor's Assembly: Is considered the assembly or "council" that brings the next Emperor to power. The assembly follows the succession system of absolute cognatic (women inherit on equal terms with men, i.e first born inherits whether male or female) however if there is more than one child of the previous Emperor a vote is cast, and the assembly chooses the most worthy or "formidable" child to inherit the throne of the Empire. Formidable being the ability of the children to gather followers and lead them into success. The assembly is the interpreting body for judicial powers of the state and advises the Emperor on laws in the empire, however the Emperor can ignore if he/she so chooses and can determine the course of action to take on laws. The assembly also has power over the treasury and budgeting of the governments expenses and to advise the emperor in regards to these matters. The assembly convenes twice a month, in the beginning as well as the end of the month to review and possibly implement new laws, and convene when there is an absence of an Emperor.
