Summary: Rhoia has always had a fascination of the sea brought on by her imaginary friend "Mr. Fish". As she grew older her love of the sea grew along with it but she found a newfound hatred for Pirates as they were constantly littering the sea with their refuse, when she was 10 her home was raided by a small crew of pirates who killed her parents she proceeded to ask "Mr. Fish" for help; "Mr. Fish" revealed himself to be Garr, King of the Depths he lent Rhoia just a bit of his power which she promptly used to tear the pirates to pieces. Rhoia spent the next few years learning from Garr who then pointed her towards Paradise Stand, Rhoia targeted the Marooned Schooner a known Pirate Tavern within the Paradise Stand slums and massacred the obvious pirates and anyone who attacked her. She became known to many as "The Witch of the Depths" and was never arrested. When Pirates started becoming more of a problem for Paradise Stand, Sultan Amir ordered for Rhoia to be brought before him; Rhoia was half expecting to be blamed for the pirates starting to become more of an issue but to her surprise Sultan Amir offered her the position of Admiral and asked her to build a Navy to combat the Pirate Scourge, Rhoia accepted excited at the prospect of being paid to massacre what she hated. Rhoia is completely open about her patronage to Garr and laughs when people recoil
