Force Grey
An organization of "chaotic good cops" who will enforce the laws - whether the powers-that-be want them to or not, and regardless of whether that particular murder was "legal" or not.
Structure
Force Grey is theoretically under the command of the Open Lord of Waterdeep, but if the Open Lord asks them to do something they consider immoral, they have the right to refuse.
Officers of the law - not soldiers of the government.
