Gnemabury

Deep below the Whitecrown Mountains, in tunnels and caves twisting hundreds of feet up and down, sits the magical city of Gnemabury. Inhabited mostly by Gnomes and founded only in the last two hundred years, it was built above the ruins of a very ancient one city. No one knows who built and lived in the original city, but the Gnomes who live there now explore the ruined city for the magical artifacts that rest below.
The city of Gnemabury itself lies within one of the Windspill tunnels; a series of handmade passageways with ceilings over a hundred feet high. In order to preserve the ruined city below the Gnomes have cleverly built their city suspended between the walls of the massive cavern; creating an impossibly tangled series of catwalks, bridges and terraces between their small hanging buildings. Anyone larger than a dwarf finds navigating the city to be difficult, with even a dwarf causing the suspended walkways to groan under their weight.
The ancient city below, which the Gnomes have named Tella, consists of hundred, perhaps thousands, of tiers, each one holding a large area of ruins. Expeditions depart regularly to the lower tiers to map, explore, and plunder the ruins. These expeditions bring back with them magical artifacts that are studied and sold, creating a substantial income for the city.
Yet the Gnomes are not the only ones who have interest in the city. A clan of Dark Elves from the tunnels below claim the city as a holy site and for the past decade have waged a guerrilla war on the Gnomes of Gnemabury. Were it not for their trade and manufacturing pact with the Dwarves, the suspended city would have fallen after the Sky Wars.
Luckily for the Gnomes, the Windspill tunnels are large enough to allow brave airship captains to reach the city, allowing them to easily buy and trade for the magical and highly sophisticated inventions created by the Gnomes.
