Letters between "R" and "T"

Three letters, only signed by an "R" and "T". It is possible that "T" is Tarhun, Lomas Bronzemasks' head of security.   The letters discuss that the Bâtisseurs supplied Ochre Gas to the Golden Dawn, in return for "Meropian spellcraft" and "Armaments", possibly the items collected by the party within the tower. However the mention of the Eye and "burn bright" could imply a different kind of weapon.   Collected by Scribe as evidence.  

Letter I

The Bâtisseurs have agreed. Despite initial resistance, the promise of Meropian spellcraft—untainted by the stifled arcane traditions of Torres—has proven too tempting. They will supply the compound you requested. Enclosed are the details of the weapon: it disperses in humid air with exceptional speed. It does not kill outright, but blisters, burns, and chokes. Use sparingly, and with purpose.   Ensure the promised items reach the Argon dead drop by the 19th, under the watch of someone with true intent. The Bâtisseurs are not easily deceived, and less easily mollified once betrayed.   —R    

Letter II

R,   Your arrangement exceeds expectation. The chemical weapon— "Ochre Gas" as their chemist calls it—was tested. We are... impressed.   The scrolls and gear will be moved to Argon. The Bâtisseurs’ envoy can collect them late at night without a word. We appreciate the connection. We will remember who made it.   As you predicted, the armaments do not function properly in Meropis. The Eye here dooes not sleep lightly. But in Torres, under your fractured skies, they burn bright.   When we win, you will have more than gratitude.   —T
