Ned Shakeshaft

Saltmarsh resident, arrested after attempting to use a riot to cover the jailbreak of some members of the Smuggling gang.
Later admitted to having worked as a lookout for the smugglers for a few months.
Said that he was hired by a hooded & masked man, never saw his face, but he often cleared his throat after telling jokes (also an affectation of Gellan Primewater?)
