Rumir (r-OO-m-ee-r)

Rumir is the mountainous land of the Rumir Dragons, who judge over the conflicts of mortals.  
 

Judgement

If any mortal has issues with another, they can request an audience at Rumir. All cases are accepted and judged equivantly at Rumir. If one has been summoned to Rumir, they are legally required and honor-bound to go. Once both parties are there, one of the dragons oversees their case. Although they are omniscient, both parties are allowed to present the situation from their perspective. The dragon judges impartially, and at the end declares its verdict. The innocent party returns home, and the guilty party is punished.

Verdict

The guilty party is encased within an egg. Their body is transformed within, and they emerge as a dragon. The newborn dragon has no memory of its past life, and the guilty party is effectively erased from existence. Due to the severity of the dragons' Verdicts, requesting an audience at Rumir is not something which is taken lightly. The newborn grows up to eventually join the ranks of the other dragons, and rules with the righteousness they did not know in their previous life. There is never a shortage of wrongdoers amongst the mortals so there is never any shortage of dragons in Rumir. It is said that the day the dragons die out will be the day mortals achieve righteousness.

Appearance

The dragons of Rumir are covered in scales of any color. They have six legs, each ending with a claw that has three talons at the front and one talon at the back, where the claw meets the leg. They have two wings, each with five fingers going down it and ending with a talon right at the edge of the wing. They measure about 100 feet in length on average, from tail to snout. They have three horns, with one above each eyebrow, and another farther back on top of their head, above where the two halves of the jaw meet. Each of the horns are made of the same material as the talons, a bone-like material colored similarily to their scales. Their tongues are long and narrow to a tip, and their eyes are the same as those they had as humans, although they get bigger to equivilate the dragon's size.
