Structure
The ITAC is commanded by the United Nations Security Council, who appoints a battlegroup commander to oversee the multi-national military force from a Flagship. From there, the natural chain of command follows from standard joint operations procedure.
Tactics
The ITAC employs a strict "Fire only if fired upon" Rule of engagement to avoid making anymore enemies if it can be avoided. In combat, the ITAC employs a 3:1 odds tactic in which they will only engage in sustained combat if they can outnumber and outmaneuver enemy forces. With man power falling quickly, however, these tactics are sure to change.
Training
Each member of the ITAC is a professional Soldier, Airman, Marine or Sailor who has passed their country's military testing and has been selected by unit from the UN Security Council to be employed by the ITAC.

Recruitment
Recruitment of Units into the ITAC was a swift scan of UN General Asssembly nations with combat ready units (not those already deployed) that could be ready within a maximum of one month to deploy. The units that make up the ITAC's initial force are those whom were ready by the deadline.
