Twenty three

Twenty three is defined by the point on the world's surface positioned at (23°, 0°) latitude and longitude, and the square area surrounding it with width 1°. Zero longitude is usually defined by whoever establishes the convention, so all areas at 23° latitude call themselves 0° longitude, so don't worry too much about that part. Instead, what makes 23° latitude special is that it is the perfect latitude for all earth-like climates to coexist in an area that could be traversed within one lifetime.

Ecosystem

The average sunlight at this point is comparable to northern africa or southern america. The average climate is much more varied, including areas which regularly snow, tropical forests, and deserts.
There are no annual seasons, instead different regions bear their own intrinsic temperature bias based on local magical conditions. This is a result of the barrier between the planes. Wherever the barrier to light is thin, the environment tends to be warmer, and in some places it may even glow at night. The converse applies to dark. Wherever both barriers are thin at once, as is the case in a few areas, the environment is very energetic and dynamic.
