Jophur Rivershot is the former King of Winval, widely regarded as the worst monarch to ever rule. He was notoriously cruel, ruling over Winval with an iron fist. There are many stories that circulate King Jophur detailing his cruelty to all who stood in his way. One particularly famous account claims he once burnt a man alive with his dragonborn fire-breathe infront of his entire court for complaining about living conditions.
