I think that the Oil Drum is probably more rugged than Woody. Maybe the leather jacket sort of guy. He's probably more fun to be around because he's a whole lot of trouble. Maybe Meryl thinks she can change Mr. Oil Drum. But he's just not ready to commit to that sort of change. Maybe Oil Drum is also the type of guy that will dive in first to protect Meryl and she miss interprets that as 'love' when it is just a strong drive to be a 'rebel hero'.

Romancing Axel or Meryl could be a quest, but one of those that can't be completed as given. I was thinking they couldn't be broken, and the quest fails, and that's how the quest is completed, witnessing that unbreakable bond.

If the magic has died out and Oliver is the last generation, that would mean Meryl and Axel can't have kids, giving them a reason to try to become humans. (Among other internal character pressures on the barrels)
