City of Dis
The city of Dis is capital to the second layer of hell, which goes by the same name. It is ruled over by Dispater, dealmaker of the underworld. The city attracts creatures from across the multiverse, both mortal and immortal alike, who wish to make deals with the denizens of hell. Dis is a very useful place to make shady deals, because all bargains struck in the city are enforced by Dispater himself. Oathbreakers are usually condemned to eternal suffering, either serving as Lemures or being thrown into the River Styx.
