Tarbos Bataar

The Commonwealth of Tarbos Bataar is a city-state located within the mountain range at the northern tip of Cauchy. People use the name "Tarbos Bataar" to refer to either the city of Tarbos Bataar, or the Commonwealth of Tarbos Bataar as a whole, kind of like how "New York" can mean New York City or the the state of New York. For the most part, the distinction isn't very important, because the city-state is just the capital city, the surrounding suburbs, and nearby rural regions.
The people of Tarbos Bataar value their independence, and fight fiercely against invaders. In addition to numerous humans and other races, the region's defenders include proud dragonborn with the spirits of dragons, mighty dragons who are in fact dragons, and winged aarakocra who are adept at attacking their enemies from above. Between the city-state's soldiers, the city's high walls, and the region's mountainous geography, Tarbos Bataar is very difficult to invade. Because of this, the Lehmer Empire invaded Tarbos Bataar multiple times but was never able to conquer it.
Tarbos Bataar was severely weakened by the Smothering, so the Empire of Noetheria managed to conquer it in after a long siege. By 253 IE the city had regained its strength, rebelled against the Noetherians, and repelled the Noetherian Army from the region. The Noetherian Army hasn't managed to reconquer the city, and continues to besiege the region. Every so often, fighting flares up between the two sides, and angels can be seen fighting aarakocra and dragons in the sky while armies clash below them.
The goddess Upsilon is very popular in Tarbos Bataar, and there is a large cathedral dedicated to her within the city proper.
