Tsarist General Naval Forces

Despite the most common conception that the Tsardom puts all its effort and funds into its formidable Areoflotta with those mighty flying warships, it really should be noted how much they develop their naval fleet as well. Just this year, two new squadrons of small destroyers have been set afloat and put into service, not to mention the ongoing modernization and rearmament of the oldest models of battleships. Structure

The highest position in the naval forces is the Supreme Admiral of the Tsarist Navy, a one-man position that also grants a place in the three-man Supreme Command, the main overseeing body of the entire armed forces.   Here is a list of the ranks in the Tsarist Navy:  
  • Ship crew:

    1. Matros c.II (Seaman, 2nd class)
    2. Matros c.I (Seaman, 1st class)
    3. Kwartirmeister (Quartermaster)
    4. Botsmanmat (Coxswain)
    5. Botsman (Boatswain)
    6. Konduktor (Conductor)
    7. Gardmarin
      The ship crew is what it is - the crew that operates the ship. They take care of the engineering, the guns, etc.  
     
  • Officers:

    1. Ofitser korablya (Deck officer)
    2. Michman (Midshipman)
    3. Leitenant v more (Lieutenant at sea)
    4. Uber/Na-leitenant v more (Senior/Over-Lieutenant at sea)
    5. Kapitan-leitenant (Captain Lieutenant)
      The officers are those in charge of the regular ship crew that mans the ship and operates it.  
     
  • High Officers:

    1. [First Lieutenant at sea - special officer to the given admiral of all grades]
    2. Kapitan v more c.II (Captain at sea, 2nd class)
    3. Kapitan v more c.I (Captain at sea, 1st class)
    4. Kommodor (Commodore)
      The high officers are the primary commanders of a single ship. Depending which rank they are, they are assigned a different class ship - the higher the rank the bigger the ship they can command.  
     
  • Admiralty:

    1. Kontr-admiral (Rear Admiral)
    2. Vitse-admiral (Vice Admiral)
    3. Admiral
    4. Admiral Flota (Fleet Admiral)
    5. Velikiy Admiral (Grand Admiral)
    6. Verkhovnyy Admiral Tsarskogo Flota (Supreme Admiral of the Tsarist Navy)
      The Admirals are the overseeing officers that take control over more than two ships. They are the strategists and tacticians of the Tsarist navy when it comes to fleets and their manoeuvres and actions.

Number of vessels total and specific numbers of given ship types

The total amount of military ships is 1725, with this number dividing among a large range of ship classes that can be arranged accordingly:  

Capital ships:

  • Super-Dreadnoughts (also referred to as Flagships) - 5
  • Dreadnoughts - 20 heavy and 10 light
  • Battlecruisers - 30 armoured, 15 heavy and 20 light
  • Battleships - 45 heavy and 10 light
Total - 150

Independent ships:

  • Cruisers - 40 armoured, 50 heavy and 60 light ones
  • Pocket Dreadnoughts - 10
  • Pocket Battleships - 20
Total - 170

Aid ships:

  • Destroyers - 80
  • Corvettes - 100
  • Frigates - 110
  • Gunboats - 200 fleet followers and 400 coastal defence ones
  • Monitors - 500 coastal defence ones
Total - 1390  

Organization of fleets

Fleets in active service

Since the beginning of the Tsarist Navy, there always has been the primary bulwark of fleets that were always in active service, both in times of war and peace. These can be divided into three "theatres" accordingly:  
North Theatre
  • Northern Sea Patrol Fleet - responsible for the patrolling of the Northern Sea and alarming the West Coast Defence Fleet in case of danger.
  • West Coast Defence Fleet - dedicated to the defence of the western coastline of the Tsardom, which goes along the Northern Sea.

South Theatre
  • North Welttian Ocean Patrol Fleet - responsible for the patrolling of the northern part of the Welttian Ocean which the Tsardom has direct access to and alarming the South Coast Defence Fleet in case of danger.
  • South Coast Defence Fleet - dedicated to the defence of the southern coastline of the Tsardom, which goes along the Welttian Ocean.

Intercontinent Scene
  • Intercontinent Strait Fleet - a special force dedicated to the safeguarding of tsarist interests in the narrow strait between the Central and Eastern Continents.
  As of the year 3471 and the discovery of Onia (the so-called "New World") one more permanent fleet has been put into service and that is the Colonial Fleet which purpose is to defend the newly gained colonies.  

Reserve fleets

Reserve fleets also called wartime fleets are what accumulates into the armada - the main operative body of the navy that is set to sea during wartime. This is the greatest force of the whole navy, encompassing most heavy-hitter ships that are somewhat equally divided between the reserve fleets that act in a way as a form of an "Army Group" in this case.

Unification and the need for naval reform

With their thunderous victory in the war against the State of Pandeamonium it wasn't long before the states aligned to the West Daoinian Confederation rallied together to form a unified empire - the current Holy Tsardom of the Oktavgradian Nation. In turn, there arose a need for vastly expansive reforms concerning an immense amount of issues that came with the unification of so many independent states - diverse in law, economic focus, social structure and the idea of governance. It was no different for the navy. Out of the members of the Confederation, only a few had access to the sea and thus some or other form of a navy. These varied both in ship models and their designs, as well as the structure within the personnel of the navy, its hierarchy and duties of a given rank.
To create a strong naval force that could compare and compete against the fleets of other world powers, a special "Overseer Commission for Naval Reorganization and Modernization" was created and given specific prerogative powers that would make it easier for it to accomplish its goal.  

Reforms of the OCNRM

The naval restructuration can be divided into the following reforms:  
  • The "Scuttling" Act
  • Sometimes it is better to salvage and create something new, rather than waste more resources for building up on top of it for the sake of proving it was originally brilliant but is just outdated for the current times. Michail Domidov, First Admiral of the Tsarist Fleets
      The Scuttling Act had a very simple purpose - to salvage those ships, which were deemed as far too outdated compared to other designs to be further useful. Despite the name of the act, the ships were not sunk but simply put apart in dry docks. Besides this, the act also established an independent engineer commission that would be responsible for designing new uniform ships for the Tsarist Navy.  
  • The "Fleets-in-Being and Modernization" Act
  • There is very little time to rest nowadays. The shipyards constantly echo with the roar of machines and the sounds of hammered metal. a passage from a diary of a shipyard worker from the time when the reform was enacted
      After such an extensive salvage it was clear that the next move was to build up fleets of new ships. The previously formed designing commission had already by that time completed its task and ship plans were already waiting to only be realized.
    The act called for five new fleets to be built, each numbering around 15 big ships and between 20 to 30 smaller craft. Alongside the new ships, all surviving older vessels were to be retrofitted with new armament so that they could be just as efficient. The funding for this project would come from a new navy budget which was a part of a new tsarist military budget, formed out of combined member states' ones. The plan also stated that all fleets were to be put into service within the next 10 years and that the modernization of old ships was to be completed within the coming 3 years.  
  • The "Naval Restructurarmization" Act
  • What is a strong ship without a well organized and properly assigned crew? Admiral Pyotr Dashkov
      The formal name of the act is "Ranks of the Navy Act", however it was jokingly dubbed the "restructur-armization" of the naval ranks as it greatly expanded on the number of ranks, similarly to how it was in the land forces - the army.
    The act replaced all ranking systems of different states with a uniform one, it also made sure that all naval personnel would be assigned to a proper new rank depending on who they were before the reform.
    The introduced system is still currently in use, with only slight differences in the names of the ranks or number of classes. The general idea of dividing the ranks into four distinct sections: ship crew, officers, high officers and the Admiralty, the essential element of the reform, has remained the exact same.

Annual naval parade of Nizkholm

Once a year, a great display of tsarist warships is held at the port city of Nizkholm, to celebrate the existence of the navy and its great victories. It is a one-day military festival, where citizens can personally visit the ships and see them from inside, enjoy a cruise on a battleship or simply watch the ceremonial parade of ships, from the oldest and most respected vessels to the newest, modern designs.
The Navy was, since its very beginning, a crucial element of our armed forces. Many tend to forget how vital the navy is for our safety, guarding the coasts upon which the enemy might land upon and cities they might besiege by sea, securing trade routes through which basic goods flow through to our empire and much more. Working in the navy is a challenging and requiring job, just like any other military position. You feel the faith that people put in you, as their safety depends on your skills and the success you can achieve thanks to them. There's a strong sense of duty nurtured because of that, forming close bonds between us, the men and women who work for this cause of defending your fellow brothers and sisters of blood and race. For every victory they scored, they never grew complacent. For every defeat they suffered, they always came back stronger than ever before. They are persistent in what they do, relentlessly dedicated to their duty for their homeland and the Tsar. I swear, the Tsarist Navy is like a many-headed sea monster, that when you cut one of its heads, two more sping up in its place, stronger and fiercer in their lust to avenge their fallen predecessor.
