Sin is a thing of the past. In the early ages the inhabitants of Pali Vera lived with sin and suffering. The gods decided to send their angels to Pali Vera to right these wrongs. A great battle ensued and the angels felled the beast of the depths and became rulers over the creatures of the lands.
The ruling class of most major cities are celestial creatures that find no remorse with purging the sin of those who have wronged in the cities. Some find this oppressive and seek to find ways to bring back the beast from below to ease the rule of the angels while other fight to preserve heaven on earth.
