Intercessor
An ancient fleet of machine-ships, built by a civilization that is apparently long extinct. The Intercessors were built to act as an autonomous utility fleet for their masters as well as to enforce certain laws within their zone of control. While most of these laws are irrelevant now, the laws regarding interactions with other species are still very much in effect.
Operating as the Protectorate, the Intercessors act to maintain reservation zones around worlds with promising evolutionary life so that they may develop in isolation. They also have the ability to welcome new member races into the Protectorate, technically putting those races in a subserviant position to Intercessor's creator civilization.
Technically, only the ships themselves are Intercessors. However the ships are capable of producing smaller robotic forms to meet with people 'directly'. We know that these robotic intermediaries are produced on demand, as it is reported that the Intercessors dispatch different shapes of machine to meet with different races. In general, the dispatched robot looks like a silvery machine built in imitation of the race they intend to speak to. In other cases, small spheres have been seen performing hull maintenance on the surface of Intercessor vessels, but closer examination of the sphere-forms has not been successful.
The rules of the Protectorate are as such:
Members of the Protectorate may register star systems and planets as being under their ownership in the eyes of the Protectorate. Exact rules vary based on conditions, but typically require a long standing investment in the system, significant settlement, and uncontested control.
Should a system registered to a member of the Protectorate come under external threat, the Intercessors will intervene to assist in its defense. The Intercessors will never interfere in internal conflicts, unless a another rule is violated.
Members of the Protectorate will make no attempt to steal or directly copy the technology of the Intercessors or their creators.
Members of the Protectorate are entitled to a certain number of Smartfold navigation computers based on their population to use as they see fit. All assigned Smartfold equipment is to be left as-is and unmolested, kest it constitute a violation of the previous rule.
Members of the Protectorate will make no attempt to use or develop Forbidden Sciences. If you are uncertain whether something is a Forbidden Science, ask your nearest Intercessor.
No attack on or impediment of an Intercessor will be tolerated.
Use of planet-killing weapons will not be tolerated.
Interference with, or harm of, Cosmic Megafauna will not be tolerated.
Member of the Protectorate recognize that any Intercessor that becomes aware of a violation of these rules will take action to bring an end of the violation, regardless of the scale of intervention neccessary to acheive that state. Knowing and institutional violation of these rules may result in removal from the Protectorate.
