Eight Tribes Treaty

The Treaty of the Eight Tribes, or the Eight Tribes Treaty (ETT) was a treaty signed by the current eight major tribes of the Kiki to end the horrendous Succession War. It also formally disbanded the monarchy of the Old Kiki Empire, and replaced it with the tribal government based coalition council, granting all kiki tribes far reaching independence.   The effect of the treaty was profound. First off, the preceding armistice ended the 28 years long genocidal war and now rebuilding could commence. Second, the political structure of the kiki civilization was completely revolutionized, amplifying new political ideas and accelerating reform. Also, giving independence to the tribes greatly fortified their ethnic identity. Finally, power continued to be much concentrated to the largest tribes and many minor tribes have criticized the treaty. This has led to a few wars and conflicts over the centuries that have followed since the treaty.  

The Tribal Council

  In the governing cooperative council that discusses and decides on matters concerning all kiki tribes, the current main council votes are divided as follows between the eight signatory tribes:   Kaskadar - 8 votes
Plakhamat - 4 votes
Kilefti - 1 vote
Pazhak-Fevar - 8 votes
Jigofarr - 4 votes
Hekremeht - 3 votes
Staggare - 6 votes
Stakfremer - 3 votes   No minor tribe holds votes in main sessions, but over the years they have been given certain privileges to voice their concerns and prepare issues in the work of the governing body. Actual deals are still made mostly between the major tribes.   Plakhamat, Kaskadar and Pazhak-Fevar most often serve as the chairs. It has become a bit of a cliche than in matters of the Council, it is the Kaskadar that advocates, Pazhak-Fevar opposes, and Staggare abstains. Plakhamat is the arbitrator - without being truly neutral on any matter. Nevertheless the Plakhamat held much initiative and soft power in internal matters of the kiki, as nobody seems to truly hate them, and more often than not, they seem if not the voice of reason, the voice of caution and moderation at least.   The Council, as laid out in the treaty, performs two vital functions. First, it harmonizes kiki foreign policy. Especially after the Discovery, this has allowed the kiki to punch above their weight as the tribes do not waste their resources on fighting external struggles of their own. Secondly, the Council is an arbitrator in conflicts between the tribes. It is in this capacity that the council started right away - and which was a bitter, drawn out affair when the lands and obligations left from the smoking ruin of the Old Empire were redistributed. It is believed the Jigofarr came on top in this negotiation - earning sympathy from their old ally Pazhak-Fevar, or abstaining with Staggare, even swallowing some of their pride (most likely the first ever in recorded history) and yielding to the Progressives in order to gain some small sliver of favour. The Hekremeht and a number of minor tribes long believed the Jigofarr got a head start in post-war rebuilding on stolen property.
