Federative Congress of Peoples' Cantons (The Federation)

The Federative Congress of Peoples' Cantons is a sprawling interstellar body of communist polities. Though founded in 4880 with the signing of the Ge Accord, it is the latest in a line of federations stretching significantly into the past. Today it recognizes 12758 member polities, which are called the Cantons.

Structure

With the sheer number of polities and hundreds of billions of people under its auspices, managing the Federation is a significant task. Federation guidelines require that member polities contribute elected representatives to the Local International Councils. Depending on factors such as the population size of a polity, political structure with respect to the charter and, depending, its relationship to targeted quotas of representation outlined by higher-level delegations, a polity may lie higher or lower in the regulatory order based on the levels of administration already encapsulated by its greater size. Elected representatives are held by the charter to be recallable at any time. All members of the Federation employ some form of economic planning and free distribution. At Federation levels where the management of inter-polity distribution becomes important, Local International Councils are tied to an elected Regional Shipping and Infrastructure Committee which lays out production and shipping targets and oversees the development of large-scale inter-polity infrastructure such as stargates.
