Caliph

Caliph was a rank given to the current members of the ruling council in Zakhiir. The rank was purchased by those that could afford it, and it was held for 5 years before being put up for purchasing once more. This system of buying a rank like this with enormous political influence were seen as villainous in foreign lands, but the practice ensured a very hefty infusion of coin into the city coffers, which were then used to the benefit of the people - at least in practice.

Requirements

The only requirement for attaining the rank was to be able to outbid every other competitor. The price was not a constant, as a result, but rather up for highest bidder.
