On the north-west coast of Einera sits the port city of Cordorona. Its bright colors and jovial denizens create an air of carefree wonder at this metropolis of pure joy. Ruled by the Council of Magnates, the people enjoy practically tax-free lives and a government that will never meddle in your affairs. It seems like a utopia, a paradise on earth where every day is a lively holiday. A place where you can do whatever you want, be whoever you want to be.
That is the image they want you to believe.

Races: The people of this city are an utter mixing pot of races and ethnicities. While the majority of this city is made up of humans, even then they only make up about a quarter of the populace. Peoples from all across the world from all walks of life live within this city.

Government
To the outside world, the government of Cordorona seems lax and irresponsible. To them, it seems like a miracle that this small oligarchy of foolish merchant lords could possibly maintain law and order within this wild city of raucous culture. But they are very wrong.
Unbeknownst to the populace at large, the city's leaders actually rule through a unique criminal underbelly of their own design. Whereas in most cities, the government tries to snuff out the illegal activities, Corderona's civil systems actually promote and run off of them. Through careful manipulation and a massive network of spies, the Council of Magnates controls every "criminal" to do their bidding, whether they know it or not.

The city's primary industry is in trading exotic goods with the rest of the continent, and providing goods and services that most places would consider highly illegal.
Infrastructure
The city was built in a position ideal for a port. The bay has deep water and a plethora of fish, allowing the locals to fish for food and the rest of the town built around allowing foreign merchants to trade with the rest of the Confederacy through here, due to the absolute perfect conditions and currents for such a port here.
History
Originally, Cordorona was a small fishing village that eked out a living on the schools of fish that made their home in the bay. However, after a team of explorers from a foreign land discovered Iaphane and the currents were mapped, Cordorona became a hub for trade between these foreign kingdoms and those of Iaphane, due to the depth of the bay and the ease for vessels to follow the currents to Cordorona and return home. As wealth began to pour into the village, it began to grow in population and size exponentially.
As the standard of living within Cordorona began to skyrocket, the local lord was faced with a power crisis. While he was "technically" in charge, he had allowed control of the economy to slip away from him, and was now vastly poorer than many of the locals. In light of this, he elected (though historians believe it was after a threat on his life) to step down. Afterwards, it was decided that the individuals in charge would be those with the most finances and assets. Thus, the Council of Magnates was created. Each Magnate was an individual of exceedingly great wealth, and was to govern the city in such a manner as to keep business coming through Cordorona and expand its wealth.
Due to the association that wealth equated to political power, many individuals began to practice illegal activities and started to become incredibly rich. These people in turn became Magnates and enacted looser laws that allowed for them to expand their criminal activities.
